Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture.

At our last assessment we rated this key question requires improvement. At this assessment the rating has changed to good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care. The service was no longer in breach of regulations relating to good governance.

Shared direction and culture

Capable, compassionate and inclusive leaders

Score: 3

The provider had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty.

At the last inspection we found leaders were not able to demonstrate the areas of development for the service and what actions were needed to be complaint with all regulations. At this inspection we found this had improved. The provider had recruited a new member of the management team, who planned to apply to the Care Quality Commission to be joint registered manager. The management team demonstrated an understanding of their responsibilities and had developed a clear service improvement plan to ensure shortfalls were addressed.

People felt the service was well managed and were confident the management team would resolve any concerns they had.

Staff were positive about the management team, saying they received good support and guidance. Comments included, “The registered manager is very good, and we now have extra support from [the new manager]. I feel they know what they are doing and are good managers. We can contact them at any time if we need to” and “The management team works well together and feels supportive. We are able to contact them at any time, and they are good at trying to resolve any problems.”

Governance, management and sustainability

Score: 3

The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate.

At the last inspection we found the provider had not identified shortfalls in the service through their own quality monitoring systems. At this inspection we found this had improved. The management team had developed a new governance system. This included scheduled assessments of all aspects of the service, including care plans, infection control, health and safety and medicines management. Feedback was being obtained from people using the service, staff and outside professionals. Shortfalls in the service had been addressed by a service improvement plan, with a named manager responsible for completing actions and a timescale for completion. The improvement plan had been regularly reviewed any updated by the management team to ensure actions were on track and improvements sustained.

Learning, improvement and innovation

Score: 3

The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research.

At the last inspection we found that the provider did not have effective systems for learning within the organisation that were implemented consistently. At this inspection we found this had improved. The provider now had a lessons learned log, which pulled together the outcome of investigations and actions to prevent incidents occurring again. The registered manager had developed their contacts within their local care partnership and had visited other service providers, to learn from their systems and ways of working.
