Our view of the service
Date of assessment 26 February to 7 March 2025. Winslow House is a care home supporting older people, some of whom were living with dementia. At the time of our assessment there were 32 people living at the service. An Expert by Experience gathered experiences of people who use the service.
The provider was previously in breach of the legal regulation in relation to Regulation 12 safe care and treatment, Regulation 19 fit and proper persons employed and Regulation 17 good governance. Improvements were found at this assessment and the provider was no longer in breach of the legal regulation fit and proper persons employed. However, the provider continued to be in breach of the legal regulation safe care and treatment, the provider had not always ensured risks to people were well managed. And good governance, the provider had failed to have effective systems in place to monitor and improve the service.
In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded.
We have asked the provider for an action plan in response to one of the concerns found at this assessment.
Facilities and equipment were not always clean and well-maintained, ensuring risks to people were mitigated. Staff did not always receive appropriate training to carry out their role effectively and safely. The provider continued to not have effective governance systems in place to monitor and improve the quality of the service. However, people were protected and kept safe. The service made sure there was continuity of care, including when people moved between different services. They worked well across teams and services to support people. People were told about their rights around consent, and this was respected.People’s medicines were managed safely. One person told us, “They do treat me respectfully, they always knock and say hello.”
At the time of our assessment there was not a registered manager in post.
People's experience of this service
During the assessment, we received mixed feedback from people who used the service and their relatives.Some people and their relatives told us they did not think there were enough staff especially during early evening and overnight. Some people told us communication could be better. However, several relatives told us they felt communication was good and they felt their relative was safe. People told us they enjoyed the activities the service put on. People said they liked their rooms and were treated fairly, with kindness and compassion. People told us the management team were approachable. One person said, “I am so happy here, I wouldn’t want to be anywhere else. Most of the staff I get on really well with.” Another person told us, “Some carers are more centred on the task rather than the care, but they are good staff.”
