Our view of the service

Date of assessment: 24 June to 15 July 2026. Premier Care Services is a domiciliary care agency providing the regulated activity personal care to people living in their own homes. The service supports adults of all ages, people with dementia, mental health conditions, physical disabilities and sensory impairments. At the time of this assessment the service was supporting 28 people.

People’s needs were assessed prior to any packages of care being agreed. Assessments helped leaders produce care plans and risk assessments which were personalised for people’s needs and risks. These provided staff with details on how to provide person-centred care and support.

If people needed help or support to access healthcare this was provided. Staff attended health appointments with people to help with communication. Staff communicated with each other about people’s needs and updates to records were completed in a timely way. Staff understood the principles of the Mental Capacity Act 2005 and the importance of obtaining consent. People signed consent forms prior to any service starting.

Staff were recruited safely and there were enough of them to meet people’s needs. New staff had an induction when starting work and ongoing training and support. Staff said they could ask for any further training if needed and they felt able to visit the office whenever they wished. The provider had systems to support staff wellbeing and promote equality, diversity and inclusion amongst the workforce. Staff told us they felt well supported and enjoyed their work. Staff followed good infection prevention and control procedures and used personal protective equipment safely.

People’s medicines records needed more information. For example, the dose and route for all medicines was not always recorded. Staff had training on medicines management and their competence checked. However, it was not always clear what had been assessed and which areas the staff were assessed as being competent.

This was a small family run service, and the registered manager was the owner. There was a clear line management structure, and staff knew who to approach. Governance systems were effective and helped the provider monitor the service. Leaders completed regular monitoring visits and unannounced spot checks on staff. People were regularly asked if they were happy with the service. Leaders liaised regularly with healthcare professionals. Feedback from professionals about the service was positive, they said there was good communication and the staff were caring.

People's experience of this service

People said they felt safe using this service. Staff were attentive and noticed any concerns regarding safety such as property maintenance issues. Concerns were shared in a timely way with relatives so they could be fixed.

People had a consistency with their care. They were being supported by a core group of staff. One relative said, “[Person] has the same regular staff, [person] knows them all by name.” People and relatives said they found the service to be very reliable which provided them with peace of mind and assurance. One person said, “They are reliable, they come regularly and they let me know. The care worker I have knows me and cares about me. I look forward to the visit.”

When staff supported people with their medicines, people appreciated the help. Staff also supported people with medical appointments and communication with healthcare professionals.

People said the service was well managed and they knew who to contact if they had any concerns. People had been asked for their feedback and involved in their care.
