We served a warning notice on Rosemere Care Home ltd on 12 August 2026 because the provider had failed to ensure the premises and equipment were suitably clean and maintained. This put service users at an increased risk of avoidable harm. The provider had failed to operate an effective system of governance to monitor, assess and improve the service at St Claire's Care Home.

Our view of the service
Date of assessment: 28 July 2026 to 07 August 2026. St Claire’s Care Home is a residential care home providing accommodation for persons who require personal care. We completed this assessment after receiving concerns about the environment, activities and person-centred care.
The service is registered to provide support to 39 older people and people living with dementia. At the time of our assessment 29 people lived at the service.
At this assessment we found the quality of the service had deteriorated since we last inspected the service in 2019. We identified 5 breaches of the regulations relating to management of risk and infection control, premises and equipment, person centred care, consent to care and treatment and governance.
There had been a lack of management oversight of risks because systems had not been embedded to ensure risk assessments provided staff safe ways of working with people who had epilepsy, constipation and concerns around skin integrity. The provider had failed to maintain the premises and equipment which put people at potential risk of harm. People were not always enabled to receive care and support which met their preferences. Some people told us they preferred baths and despite asking for these they were not supported to have one. Some care plans lacked guidance for staff. The systems to monitor the quality and safety of the service were not effective.
Staff were recruited safely. Staff had not always received training and support to enable them to meet the assessed needs of people. Staff treated people with kindness and knew people well. Staff spent time with people and supported people to maintain important relationships with their families and friends. There were limited activities taking place in the service to keep people occupied and stimulated. Staff gave us mixed feedback about support from the management team and the provider. There was no registered manager in post, the last registered manager had left in August 2025. The provider had not made suitable management arrangements , which left staff without support and guidance, supervisions or staff meetings.
In instances where CQC has begun a process of regulatory action, we may publish this information on our website after any representations and/or appeals have been concluded, if the action has been taken forward. We have also asked the provider for an action plan in response to the concerns found at this assessment.
People's experience of this service
We carried out a short observational framework for inspection (SOFI) and observed staff engaging with people in a kind and patient way. SOFI is a way of observing care to help us understand the experience of people who could not talk with us. We observed some kind and caring interactions between staff and people.
People's feedback about the service they received was generally positive. Comments included, “They look after me”; “They know me very well”, “They are very nice, they are wonderful” and “I like living here, it’s like being home.” Some people told us they were bored as they didn’t have enough to keep them active and stimulated. A person told us, “I like to have a bath.” Staff told us that the baths were not used.
Relatives gave us positive feedback about the care and support their loved ones received. Comments included, “The staff are polite and caring they have a lovely way with mum”,
While people expressed general satisfaction with their care, our assessment found elements of care did not always meet the expected standards.
