Our view of the service

Date of assessment: 22 May to 6 June 2025, including site visits on 22 May and 27 May 2025. Rose Villa Nursing Home is a care home providing personal care to people who were living with dementia and physical disability conditions At the time of the assessment, 36 older people lived at the service. This assessment was carried out in response to information we had received about the service. Risks associated with people’s care had not been identified or managed to mitigate the risk to others. Systems in place did not support a safe environment or prevent people from harm or abuse. We made several referrals to the local authority safeguarding team following this assessment. Most staff had not completed fire safety training and fire safety practice and documentation required improvement. Poor management of medicines placed people at risk of not receiving their prescribed medication correctly. Staff deployment did not support people to receive effective responsive care. Records relating to people’s care lacked crucial information and was not consistently completed or reviewed. Staff lacked the support from the management team who in addition lacked understanding of their role and the principles of providing high-quality care. Systems in place to monitor the quality of the service were not always in place. We found the service to be in continuous breaches of regulation at this assessment in relation to person centred care, dignity, safe care and treatment, staffing and governance of the service.

This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we user our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide. In instances where CQC have decided to take civil or criminal enforcement action against a provider, we will publish this information on our website after any representations and/ or appeals have been concluded. We have asked the provider for an action plan in response to some of the concerns found at this assessment.

People's experience of this service

People living at Rose Villa Nursing Home did not receive a service that provided safe, effective, person centred care to meet their holistic needs. People's basic care needs were not always met. People were not supported where they required personal care in a timely manner and remained sat in the same position for long periods of time. People who required care and treatment for pressure area care did not have appropriate records in place to promote healing. We found people had wounds that were getting worse with no action taken by the provider. People did not always receive their medicines as prescribed and risks to people were not always recorded, monitored or reviewed. Staff raised concerns regarding staffing levels and felt they were not able to meet people’s basic care needs. However, people with capacity expressed general satisfaction with their care. One person told us, “I am happy here, don’t really join in the activities, I entertain myself. I have my music and the internet.”
