Our view of the service

Date of Assessment: 17 June to 03 July 2025. Westmorland Court Nursing and Residential Home is a care home with nursing, providing care for up to 48 people some of whom may be living with dementia. At the time of this assessment there were 35 people living at the service.

We undertook this assessment following information of concern received about how the provider managed people’s health needs, medicines and about staffing.

We assessed the quality statements from the key questions of safe, effective, caring, responsive and well-led.

At our last assessment in February 2023 (published March 2023), the provider was in breach of the legal regulation safe care and treatment in relation to the safe management of medicines. No improvements had been made and the provider remains in breach of this regulation. We found further concerns in relation to how the provider managed risks to people, care plans and risk assessments, and the safety of the premises. The provider was now in breach of the legal regulation good governance, as systems to assess and manage the quality and safety of the service were not always effective.

However, systems were in place to protect people from abuse and improper treatment and infection control procedures were effective. People were supported to have choice and control and could give feedback on their care. People were treated with kindness, empathy and compassion.

In instances where CQC has begun a process of regulatory action, we may publish this information on our website after any representations and/or appeals have been concluded, if the action has been taken forward.

People's experience of this service

People and their families felt they were supported by staff who were caring, friendly and knew them well. One person told us, “I am well supported by the staff. I have found it difficult to live alone and the staff are always kind to me.” One relative told us, “‘I am very satisfied with [person’s] care at the home. I certainly couldn't do it. Nothing is too much trouble, and the staff are excellent, giving their all to their job.” Another relative told us, “There doesn't appear to be a big turnover of staff so [person] is more confident because they get to know familiar faces.” Another relative told us, “[Registered manager] tries very hard to keep things running smoothly. They are a very visible presence and will always keep me well informed.”

Everyone said they felt safe. One person told us, “I spend a lot of time in my room, so I am quite safe and comfortable. The staff do check on me during the day.” One relative told us, “There are always plenty of staff around when I am here. They have the correct equipment to be able to move my [person] around.”

People told us they were involved in decisions about their care, staff promoted their independence and their choices were respected. One relative told us, “We have had lots of discussions about [person’s] care and I think we are making progress.” Another relative told us, “I do discuss [person’s] care with the staff and changes have been made when I made suggestions.” Another relative told us, “I think the staff do check [person’s] care plan and I am asked if I am happy. I would complain if I had to and I think I would be listened to.”

Throughout the assessment, we observed care and support that was caring, and friendly. Staff were respectful and took time to involve people in their care and gain consent.

However, people felt there could be more meaningful activities on offer. One person told us, “I do get tired just sitting in my chair. I don't like TV, so some days are very long.” One relative told us, “I have seen the residents colouring in and playing games at the table but not a lot else.”

Whilst people we spoke with expressed, they were generally happy with their care, our assessment found elements of safety and care did not meet the expected standards.
