Our view of the service
Date of assessment: 21 May to 13 July 2026.
Hill House- Care Home with Nursing Physical Disabilities, known as Hill House, is a residential care home providing nursing and personal care to up to 24 people. The service provides support to older and younger adults, autistic people, people with a learning disability, and people living with physical disabilities. At the time of the assessment, there were 19 people using the service.
We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.
We carried out this assessment in response to concerns about poor care reported to the Care Quality Commission. At the last inspection the rating was good, at this assessment the rating has changed to requires improvement.
We identified 2 breaches of the legal regulations in relation to safe care and treatment and good governance. Medicines were not managed safely due to poor stock control, unsafe storage and inconsistent recording of medication administration. Governance systems were not robust due to irregular incident reporting, a shortfall in equipment safety checks and incomplete records.
The design and layout of the property made it accessible for a person with a physical disability, with bedrooms personalised to the individual. People had the use of assistive technology to promote independence, autonomy and communication.
People had access to nutritious home cooked food and mealtimes were unrushed and relaxed. People were supported toaccess routine health screening andattend medical appointments when needed. Staff supported people in a kind and dignified way. We observed positive interactions between staff and people. The manager and the wider management teamwas responsive to any feedback we gave during the assessment.
We have asked the provider for an action plan in response to the concerns found at this assessment.
People's experience of this service
We received mixed feedback from people and their relatives about the care provided.
There had been recent management changes within Hill House and relatives told us issues they had experienced were now improving. Comments included, "Issues were prior to the new manager's arrival" and "There is now another new manager, and things seem to be picking up again."
Relatives told us most staff knew their loved ones well, engaged positively with people and sought consent before assisting them with their care. However, some relatives told us they felt there was a reliance on agency and bank staff who did not know their loved ones as well. All relatives did confirm staff in general were "very nice" and "a lot more cheerful".
Staff encouraged people to make decisions regarding their daily routine and be as independent as possible.
People were treated with kindness, empathy and compassion. We observed frequent warm interactions with people, and staff treated people with dignity and respect. People were supported to have choice and control of their lives and staff supported them in the least restrictive way possible.
People told us they felt safe and well cared for and had flexibility within the home, such as when they went to bed and when they woke up. People told us there were plenty of activities, although, one person stated their hobbies were not always taken into consideration. People enjoyed days out.
