Our view of the service

Date of assessment: 10 July to 20 August 2025. Manor Farm Residential Home is registered to provide accommodation for up to 20 people requiring assistance with personal care. The service also supports people with dementia. At the time of the inspection, there were 20 people living at the service. We assessed the service due to concerns received about staffing levels, dignity and respect, the management of people’s medicines, and a poor team culture.

We observed staffing levels or staffing arrangements did not always meet people’s needs. People did not always have the appropriate documents to ensure their medicines could be managed safely. Some staff did not always treat people with dignity and respect. We identified the service did not have an up-to-date fire risk assessment and there were multiple high-risk actions outstanding from the fire risk assessment undertaken in January 2023. At the time of our inspection, there was a poor culture at the service, where staff felt unsupported, and in some cases told us had previously been subject to bullying and harassment. Staff had not always received an appropriate level of training to meet people’s needs. Governance systems, including auditing, had not always been effective. However, staff had been safely recruited. Care plans were detailed and guided staff how to manage any risks.

People were involved in their care plans and these were regularly reviewed. People were able to feedback about their care and were offered choices. The policies and procedures were appropriate for the service. There was a new manager who had recently joined the service, and throughout the inspection we saw improvements were being made. The manager told us, “Since starting at Manor Farm the whole home feels a lot better, staffing levels are good, and staff are saying they feel very much supported now. Staff morale has increased immensely. I have emphasised to everyone we have an open-door policy. I can see a bright positive future for Manor Farm. I am also building good trusting relationships with families and friends and outside professionals.” Health-care professionals fed back positively about the service. Staff told us they felt the culture of the service was improving following recent changes in management, but these improvements needed embedding.

We found 3 breaches of the legal regulations in relation to safe care and treatment, staffing and governance.

People's experience of this service

We received mixed feedback from people and their relatives about the staffing levels within the service. One person told us, “There aren’t a lot of staff here, I think they are stretched to their limit.” Another person told us, "I think they could do with more staff here.” We also received mixed feedback about the activities available to people. One relative also felt staff did not always provide an appropriate level of personal care. However, other relatives felt staffing levels were sufficient. One person described staff as “very kind and helpful”. People and their relatives told us they were happy with the food available. One person told us, “The food cannot be beaten.” People and relatives told us people were safe and knew who to speak to if they had any concerns. Relatives spoke positively about the management team, describing them as approachable, very friendly and on top of things. One relative told us, “Overall we are very happy, there’s no major concerns, but I feel they could improve the leadership issue of having 3 managers in the past year.”
