People should be cared for by staff who are properly qualified and able to do their job (outcome 12)

Meeting this standard

We checked that people who use this service

  • Are safe and their health and welfare needs are met by staff who are fit, appropriately qualified and are physically and mentally able to do their job.

How this check was done

We looked at the personal care or treatment records of people who use the service, carried out a visit on 7 June 2013, observed how people were being cared for and checked how people were cared for at each stage of their treatment and care. We talked with people who use the service, talked with carers and / or family members, talked with staff and reviewed information given to us by the provider.

We used the Short Observational Framework for Inspection (SOFI). SOFI is a specific way of observing care to help us understand the experience of people who could not talk with us.

Our judgement

People were cared for, or supported by, suitably qualified, skilled and experienced staff.

Reasons for our judgement

There were effective recruitment and selection processes in place.

The manager told us about the organisation’s recruitment and selection process. Candidates completed an application form which included an employment history and were interviewed by members of the home’s management team.

Appropriate checks were undertaken before staff began work.

We looked at the personnel files of three recently employed staff. Each file contained evidence that satisfactory pre-employment checks were obtained before staff started working with people who used the service. The checks included references, forms of identification, information about criminal convictions, if any, and evidence of qualifications.

The staff we spoke with confirmed that they had not commenced work at the service before records relating to their previous employment had been obtained.
