During a routine inspection

When we visited Royal Mencap Society - 3 Silverdale Street on 2 May 2013, there were only three of the eight people who lived there, at home. We spoke with two of them about their experiences in the home. One person told us, "The staff are nice, I've been very happy here. I can make my own decisions and I do what I like."

We observed positive engagement between staff and people who used the service, and noted that people were encouraged to make their own decisions, and consent was sought before support was given. Where people lacked the capacity to make specific decisions for themselves, the staff were aware there were processes that should be followed, to ensure best interest decisions were made behalf of the individual.

We observed people in this home were at ease in the company of the staff that supported them, and people told us the staff were kind. We found the recruitment systems were sufficient to ensure the staff employed were suitable to work in this environment.

There was a complaints procedure in place, and people who used the service knew who they should report any concerns to. However, we noted that although a summary of the complaints policy was displayed in the staff office, it was not readily accessible to people visiting the home.

Robust medication systems ensured people received their prescribed medication on time and in a way that suited their needs.

During a routine inspection

When we visited 3 Silverdale Street, we saw that people were happy and at ease, living in a calm and relaxed atmosphere. One person told us that the home was ''very nice''. Another said ''it's lovely and I like the cooking, activities and going to work''. One person's relative told us ''the staff are fantastic''.

We observed that people were offered support to encourage independence and participation in activities at the home and in the community. Staff ensured peoples' individual needs were met. Staff were friendly and polite in their approach to people and interacted confidently with them, respecting the individual's dignity.

During a routine inspection

Overall people that we spoke with told us they were happy living at the home and with the support they received.

People told us that the staff helped to make them feel safe, and they felt able to approach staff if they had any concerns.

People also told us that although the staff were very helpful, it was important for them to maintain their independence as far as possible. They told us about some environmental factors that were impacting on their independence at the time of our visit.
