During a routine inspection

We were told that Bowler Road was due to close in May 2013. We did not find any problems that it would be reasonable to ask the provider to address before the home closed. If the home did not close in May 2013, comments made in this report would need to be addressed.

We observed staff supporting the person living at Bowler Road to make decisions and encouraging his independence. We were, however, told that the person was possibly not being adequately stimulated and that this may have been impacting on his behaviour.

Support plans were well written and comprehensive enough to allow staff to provide individualised care. Staff seemed knowledgeable about the person and he seemed relaxed around staff. We observed positive interactions during our inspection.

Staff had a good understanding of their safeguarding responsibilities although some clarification of procedures was needed. Allegations of abuse had been dealt with appropriately in the past.

Staff felt that they were well supported by their manager. One member of staff told us that 'the manager supports us well but is very busy across three homes'. Staff felt that training was 'excellent'. There was a robust system in place for tracking training needs.

The person who used the service, their relatives and staff were asked for their views about their care and they were acted on. We saw systems to monitor the quality of the service being provided. The service learned from incidents and complaints.
