Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question as good. At this assessment the rating has remained as good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Governance, management and sustainability

Score: 2

The provider did not always have clear responsibilities, roles, systems of accountability or good governance. The provider had governance arrangements to support the delivery of safe and person-centred care. A management structure was in place to support oversight and delivery of care and the registered manager was supported by other senior staff. However, systems were not consistently effective in identifying and addressing areas for improvement. For example, care plans required clearer recording of review dates, and spot checks of staff practice had not been completed routinely despite being included within the provider's policies. The registered manager recognised this and had plans to reintroduce regular spot checks. Despite these areas for improvement, the registered manager had an oversight of the service and appropriately managed safeguarding concerns, staffing arrangements and continuity of care. It was acknowledged that systems needed to be strengthened to ensure audits robustly monitored that safe care was being delivered.
