We checked that people who use this service

  • Are safe and their health and welfare needs are met by sufficient numbers of appropriate staff.

How this check was done

We looked at the personal care or treatment records of people who use the service, carried out a visit on 10 October 2012, observed how people were being cared for and checked how people were cared for at each stage of their treatment and care. We talked with people who use the service, talked with carers and / or family members and talked with staff.

We used the Short Observational Framework for Inspection (SOFI). SOFI is a specific way of observing care to help us understand the experience of people who could not talk with us.

Our judgement

There were enough qualified, skilled and experienced staff to meet people’s needs.

Reasons for our judgement

We spoke with three members of staff at Dean Wood Manor. They all showed that they had an understanding of the care needs of the people who lived there. During our visit two relatives mentioned that at times there were not enough staff to meet people’s needs and that this was a concern to them. One person stated that they appeared to be more short staffed at weekends.

We saw that staff were very busy caring for people at all times during our visit. We discussed staffing levels with staff members who said that at times there were not sufficient numbers of staff on duty to care for people. Staff told us that if a staff member was absent due to illness efforts were made to find another member of staff to work but sometimes this was not possible.

At lunchtime we completed a SOFI (Short Observational framework for Inspection.) This evidence-based tool allows us to look at the way staff members communicate with people who may not be able to respond such as some people with a dementia related illness. We observed interactions for half an hour and we found that most of the interactions were related to the tasks being completed as people had their needs met. We call these neutral interactions i.e. they are not positive or negative. There were no negative interactions with people during the time that we observed.

We discussed our findings with the Regional Director and we were told that staffing levels were reviewed on a monthly basis, using dependency assessments to assist in determining the level of staff required. We were shown evidence to confirm that these reviews were made and that staffing levels were regularly monitored by the provider.

We were told that two nurses had left recently, a new nurse had started on the week of our visit and an advert had been placed for another nurse. The increase in staff would allow 2 nurses to be on duty from 8am – 2pm. The Regional Director stated that this had only started two days before our visit so the benefits of this were not yet having an impact.

The provider may like to note that both relatives and staff continued to perceive that the service is understaffed.
