Our view of the service

Date of assessment: 7 July to 21 July 2025. Strode Park House is a residential service providing personal and nursing care to adults with physical disabilities. We completed this assessment after receiving notification of numerous medicines errors. We found the quality of the service had deteriorated since our last inspection we identified 4 breaches of regulation relating to risk management, medicine management, governance of the service, consent and staffing.

There was no effective system in place to monitor the quality of the service. The management of risk and medicines was poor, there was limited guidance for staff to reduce risk. There was no effective system in place to learn lessons from incidents. The provider had not always followed the Mental Capacity Act 2005 (MCA) when decisions were made about people’s care and support.

The structure and organisation of staff was complex. The system did not support nurses to meet their clinical responsibilities especially related to delegated tasks. There was no one in overall charge of a shift who had a complete picture of people’s care, to make decisions and referrals to healthcare professionals.

This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide. In instances where CQC has begun a process of regulatory action, we may publish this information on our website after any representations and/or appeals have been concluded, if the action has been taken forward.

People's experience of this service

People had mixed experiences living at the service. People who had lived at the service for a long time, who could verbalise their needs, told us they were independent and enjoyed living at the service. People who did not have capacity did not always receive person centred care. Potential risks to people’s health and wellbeing had not always been managed to reduce the risk.

Relatives described different experiences of being involved in their family members care and support. They had been informed when people’s needs changed, or they went into hospital. However, relatives raised concerns about the maintenance of the building.
