Safe – this means we looked for evidence that people were protected from abuse and avoidable harm. At our last assessment we rated this key question as good. At this assessment the rating has remained as good. This meant people were safe and protected from avoidable harm.

Learning culture

Score: 3

The provider had a proactive and positive culture of safety, based on openness and honesty. Staff listened to concerns about safety and investigated and reported safety events. Lessons were learnt to continually identify and embed good practice.

Safeguarding

The provider worked with people and healthcare partners to understand what being safe meant to them and the best way to achieve that. Staff concentrated on improving people’s lives while protecting their right to live in safety, free from bullying, harassment, abuse, discrimination, avoidable harm and neglect. The provider shared concerns quickly and appropriately.

Involving people to manage risks

The provider worked with people to understand and manage risks by thinking holistically. Staff provided care to meet people’s needs that was safe, supportive and enabled people to do the things that mattered to them.

Safe environments

Score: 2

The provider did not always detect and control potential risks in the care environment. They did not always make sure facilities supported the delivery of safe care. Systems were in place to ensure the environment was maintained safely, including regular checks on equipment for safety and of the overall maintenance of the building. However, these systems were not always effective in promptly identifying and managing environmental risks. We saw new windows had been fitted to the home, whilst restrictors were in place, it was not clear if these met with guidance relating to making sure they could not be opened. The registered manager sought immediate confirmation from the supplier and initiated a risk assessment with steps taken to ensure people were safe. The provider told us they also took action to source additional locking mechanisms for all windows to ensure they met the relevant standards. The door to the sluice was observed to be left open on 1 occasion and a domestic cleaning trolley was left unattended for a short period of time. This meant people were not consistently protected from the risks associated with accessing these environmental hazards. The registered manager took immediate action to address this and told us learning from the inspection would be shared with all staff. This meant some improvements were needed to controlling risks in the care environment.However, we saw the provider was investing in the care environment and had recently sourced new flooring which was due to be fitted as part of a refurbishment plan for the home.

Safe and effective staffing

The provider made sure there were enough qualified, skilled and experienced staff, who received effective support, supervision and development. They worked together well to provide safe care that met people’s individual needs.

Medicines optimisation

The provider made sure that medicines and treatments were safe and met people’s needs, capacities and preferences. Staff involved people in planning, including when changes happened.
