Our view of the service

Tender-Care Services Limited is a domiciliary care service providing personal care for people living in their own homes. The Care Quality Commission [CQC] only inspects services where people receive personal care, this is help with tasks related to personal hygiene and eating. Not everyone who used the service received personal care. At the time of our inspection, the service was supporting 58 people. The inspection took place between 7 June and 10 June 2026, we visited the office on 7 June and 8 June 2026.We found the oversight of the service was not adequate. Systems were not robust enough to assess, monitor and improve the quality and safety of the service being provided to people. Although we did not find evidence of harm, we found shortfalls in relation to medicines management, staff training, risk management, mental capacity assessments, monitoring and audits. The provider needed to strengthen their governance processes to enable learning, improvement and innovation that reflected current regulation and best practice. We shared our feedback in relation to our findings during the inspection. The provider responded positively to our feedback and discussed planned improvements.

We will check on the implementation of these plans at our next inspection. We identified 2 breaches of regulation in relation to safe care and treatment and good governance.

People had access to health and social care professionals to ensure their wellbeing was supported. Staff were kind and caring, treating people with dignity, respect and were passionate about their role. Recruitment procedures were robust and there were enough staff. We have asked the provider for an action plan in response to the concerns found at this assessment.

People's experience of this service

While people expressed general satisfaction with their care, our inspection found elements of care did not meet the expected standards.People told us they were safe and could rely on the service they received from Tender-Care. Relatives told us their loved ones were happy with their visits from staff. People told us they were seen by a regular team of staff who arrived when they expected them to. People told us they generally felt treated as an individual and were treated with kindness, dignity and respect. People and their relatives told us they knew how to make a complaint or speak to staff about any concerns.
