Our view of the service

Date of assessment: 18 June 2025 to 08 July 2025

Care Support Empower is a domiciliary care agency supporting people with personal care living in their own homes. People may be living with learning disabilities or be autistic. Not everyone using the service received support with personal care. The agency supported some people with companionship and social activities. As part of this inspection, we visited people in their homes and spoke with people and relatives over the telephone. We also visited the services registered office.

This was the first inspection since the service was registered with us on 04 March 2022. We have rated the service good. Please see the full report for details.

We expect health and social care providers to guarantee people with a learning disability and autistic people respect, equality, dignity, choices and independence and good access to local communities that most people take for granted. ‘Right support, right care, right culture’ is the guidance CQC follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. The provider was able to demonstrate they were meeting the principles of Right support, right care, right culture.

People were safe being supported by the staff team. Staff were trained in safeguarding and knew how to report concerns. People had detailed risk assessments in place. There were enough trained and competent staff to support people. Staff supported people to keep their homes safe and clean, and people were supported safely with their medicines. People’s needs were thoroughly assessed before they started using the service. Staff worked with partners such as health professionals to help people live healthy lives. People were supported in line with the Mental Capacity Act (MCA). Staff knew people well. People were happy and relaxed in the presence of the staff team and they were described as kind and caring. Staff respected people’s choices and helped them be independent if they wanted to be. People received person centred care which met their needs. They were supported to do what they wanted and were having positive experiences at the service. People, relatives and the staff team were empowered to speak up and feedback about the service regularly. People’s communication needs were considered and met, although improvements were underway in this area. The service was well-led by a provider and management team who were passionate about providing the best support they could to people. Audits were effective in identifying and driving improvements. People and their relatives were happy with their support and staff enjoyed working at the service leading to a positive culture.

People's experience of this service

People were happy living at the service. We observed people to be happy and relaxed whilst being supported by the staff team. Relatives described staff as kind and friendly and felt they knew their family member well. One person showed how they felt about the staff supporting them by smiling and laughing when we asked them if they were happy with their support. A relative said, ‘‘We are absolutely delighted with [family member’s] care. They are seen as an individual person and not as a number and their life has been massively changed for the better. We could not have asked for anything better.’’
