Our view of the service

Date of assessment: 14/04/2026. We carried out a comprehensive assessment of Arshad Mahmood 112-114 Carlton Road which is a residential care home providing support to a maximum of 4 adults of all ages, with mental health, learning disability or autistic people. At the time of our inspection there were 4 people living at the service.

‘Right support, right care, right culture’ (RSRCRC) is the guidance the Care Quality Commission (CQC) follows to make assessments and judgements about services supporting people with a learning disability and autistic people and providers must have regard to it. We follow this guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities.

We found people were supported to receive safe support from a consistent staff team who knew them well and understood risks and how to support people positively. Staff understood their safeguarding responsibilities and told us they were confident to raise concerns internally or externally if needed. Staff had a good understanding of how to support people with health risks and supporting people to transfer safely. People received their medicines safely.

Staff understood consent and ensured people had choice and control of their care. When people’s needs changed staff supported them to access health and care professionals to enable them to receive joined up care. Staff maintained a culture where people were prioritised, respected and supported to lead fulfilling lives.

Relatives told us people were treated as individuals and supported to complete tasks that were important to them.

The culture of the service was positive and promoted good outcomes for people. There were systems in place to ensure learning was implemented and shared with staff through staff meetings and handovers. Staff knew people well and understood how to support them in the most positive way.
