Our view of the service

Date of assessment: 18 February to 31 March 2025. The service provides accommodation for up to 5 people who require nursing or personal care and delivers support to people with a learning disability or autistic spectrum disorder, mental health and sensory impairment. At the time of the inspection there was 1 person receiving the regulated activity, who used the service one weekend per month for respite care. There were 4 people living at the service permanently who did not receive the regulated activity. CQC only inspects where people are receiving the regulated activity accommodation with personal care. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. Medication care plans and risk assessments were not always person-centred. There was a lack of a robust understanding of the Mental Capacity Act (2005) and the Deprivation if Liberty Safeguards (DoLs). People’s consent to their care had not always been sought or had been obtained incorrectly. There were restrictive practices in place. Governance systems were not robust therefore we were not assured the provider always operated effective systems to process, identify, monitor and drive improvement across the service. However, overall, the service was caring. Families told us that the staff were kind and caring. We observed kind and caring interactions with staff who knew people well.

At our previous inspection, the service was in breach of 4 regulations relating to safe care and treatment, person-centred care, safeguarding and governance. At this inspection we found the service was in breach of 3 regulations relating to safeguarding, safe care and treatment and governance. We have also asked the provider for an action plan in response to the concerns found at this assessment.

 

People's experience of this service

We spoke with people and relatives about the care provided. We made observations, during the day or evening where people were supported. Overall people and relatives were happy with the care and support provided and gave positive feedback across the five key questions. Feedback included “I haven’t had any concerns, If I think of anything my loved one needs, I phone staff or the manager. They listen and are good at reassuring me if I am worried”. During our observations of the service, staff were caring.
