During a routine inspection

We saw, and people told us, that consent was obtained prior to any support being given. Records demonstrated to us that people were asked to sign their support plans that recorded any actions agreed. This demonstrated that their consent was given.

People we spoke with felt that the support they received from Windsor House was centred on them as an individual and was developed with them. People told us they were happy with the support they received. One person we spoke with told us, "The staff here are really friendly, and have been here a long time which is good because I know them from the other house which means they know all about me."

Staff had received training and were aware of their responsibility in relation to safeguarding vulnerable adults from the risk of abuse. Information was displayed so that people who used the service knew who they should contact if they felt unsafe. One person who used the service told us, "I feel safe here, this is my home."

We found the provider had the appropriate arrangements in place to manage medicines.

The provider had the appropriate recruitment checks in place to ensure people were supported by skilled and experienced staff. One person who used the service told us, "The staff are respectful and knowledgeable and can always help me when I need it, they certainly know what they are doing."

During a routine inspection

Staff were observed supporting people who used the service with correspondence, arranging appointments and managing their finances and medication. People told us that staff help them to make choices, attend appointments, keep their room clean, do their washing and shop and prepare food.

One person who used the service told us that "The staff are around to talk to us about any concerns we may have, they listen to us and help us to think about how we can do."

Staff received appropriate professional development they attended mandatory training and received regular refresher training. They also told us that they received regular day to day support from the manager and supervision every one to two months, annual appraisal and attended weekly team meetings regarding reflective practice. Records seen confirmed this.

Staff told us that the senior managers are very approachable and supportive and they listens to and respect our opinions.

The provider regularly assesses and monitors the quality of the service by conducting monthly audits on care plans, risk assessment, medication, accidents, incidents, complaints, fire safety. Areas for improvement are identified but the documentation seen is unclear who is responsible for carrying out the required action, when by and if and when it had been satisfactorily completed within the identified timescales.

During a routine inspection

The people who use the service told us that the staff were very supportive and that the staff assist them in gaining their independence. We were told by the people who use the service that their aim was to move out to live in the community as soon as possible. They said that they were learning the skills to achieve this.

We were told that while their independence was promoted the staff were always there should they need assistance and support.
