Our view of the service

Date of Assessment: 10 June 2025 to 3 July 2025

Rodney House Care Home is registered to provide personal care for a maximum of 57 people. At the time of our assessment 48 people were living at the service. The provider specialises in providing support to older people, people with mental health conditions and people living with physical disabilities. Several people who lived in Rodney House Care Home had additional support needs because of alcohol and/or drug addictions.

We undertook this assessment following concerns we received about the quality of the care people received. We have identified eight breaches of legal regulation. The provider was previously in breach of the legal regulations in relation to safe care and treatment and good governance. Improvements were not found at this assessment, and the provider remained in breach of these regulations

At this assessment we found the provider was in breach of the legal regulations relating to dignity and respect, need for consent, meeting nutrition and hydration needs, premises and equipment, staffing and the employment of fit and proper persons.

Governance and systems were ineffective, resulting in extremely poor oversight of people’s care. Leadership and management were poor and inconsistent. Staff lacked training and did not receive an adequate induction or support through regular supervision. Staff felt vulnerable at times due to the presentation of some people and unsupported by the provider and wider management team. This had contributed to a very low staff morale. Risk assessments did not reflect the care people needed to mitigate risk.

There was lack of meaningful activity available to people to engage with. People were not treated with dignity and respect. Restrictions were imposed on people which were not always based on people’s individual needs.

The environment and cleanliness of the service was extremely poor and people were exposed to significant risks.

Safeguarding processes were not always followed, and accident and incident reports completed by staff were not reviewed or analysed by leaders, unsafe practices were not always identified or addressed.

In instances where CQC has begun a process of regulatory action, we may publish this information on our website after any representations and/or appeals have been concluded, if the action has been taken forward.

This service remains in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.

People's experience of this service

During the assessment we spoke with 11 people who used the service. Feedback from people was mixed. Some people told us they liked the staff and living in Rodney House Care Home, other people were not complimentary. Some people told us they were actively wanting, and/or making plans with their social worker to leave for an alternative care provision. People raised concerns they were not able to access adequate bathing facilities and were not always provided with adequate nutrition and hydration. Provider records did not demonstrate the care provided to people was sufficient or consistent.

People told us staff were not responsive to their needs, and they had to wait for assistance when it was needed. Some people felt staff did not care about or value them as individuals. People had not always seen their care plan and had not always been involved in the review of the information contained in it.

People did not always feel able to raise concerns or complaints as they did not always feel confident, they would be listened to, or confident appropriate action would be taken.

People told us there was a lack of stimulation and activities for them to become engaged with. When people needed assistance to leave the building, some people could not access this support when they wanted it.
