Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question as good. At this assessment the rating has remained as good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Shared direction and culture

Score: 3

The provider had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities. The provider promoted person-centred care and independence. Staff demonstrated an understanding of these values and were committed to providing compassionate support.

Governance, management and sustainability

Score: 2

Governance systems were in place but had not always been effective in identifying and addressing areas requiring improvement.

Care planning documentation focused strongly on people's preferences and person-centred support; however, records did not always contain sufficient information about people's assessed needs, risks and how staff should support them. This meant care records did not always provide comprehensive guidance for staff.

Auditing processes had not consistently identified issues found during the inspection, including aspects of medicines documentation. Recruitment practices were not always implemented in line with the provider's own policy to ensure staff were recruited safely. Following feedback, the registered manager told us they were taking action to address the issues identified and strengthen systems and processes.

Learning, improvement and innovation

Score: 3

The provider demonstrated a commitment to learning and improvement. Leaders sought opportunities to develop the service through engagement with external provider networks, professional forums, meetings and conferences. They used these opportunities to share and gain learning, good practice and ideas to support ongoing development and improve outcomes for people using the service.

The provider was receptive to feedback and open to considering opportunities to further develop the service. They actively engaged with local networks and valued learning from the experiences and approaches of other care providers to support continuous improvement.
