Well-led
Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last assessment we rated this key question Good. At this assessment the rating has remained good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

Governance, management and sustainability
The provider had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They acted on the best information about risk, performance and outcomes, and shared this securely with others when appropriate.
The provider ensured all staff understood their roles and responsibilities and there were proactive systems of accountability and good governance. The provider used this system to manage and deliver good quality care and support. The provider acted on any information received about risk, performance, and outcomes.
Care records were reviewed monthly and amended to reflect changes in people’s care. These reviews were completed by the manager or the deputy manager to ensure consistency. Other audits such as finances, medicines and the home environment were completed on at least a monthly basis. This helped to ensure people continued to receive safe and effective care and support.

Learning, improvement and innovation
The provider focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contributed to safe, effective practice and research.
Staff and leaders had a good understanding of how to make improvements happen. The approach was consistent and included measuring outcomes and impact. Regular staff meetings were held where any changes to company policy or regulatory requirements were discussed and actions agreed.
Where there had been an accident or an incident, meetings were held with relevant staff to discuss the findings and how to reduce the risk of recurrence. The provider had a disciplinary procedure in place should staff performance continue to fall below expectations.
Staff were well trained and had the skills needed to develop their role with a clear focus on continued improvement and development.
