Our view of the service

Date of Assessment: 10 June to 20 June 2025. Park View is a care home providing nursing and personal care for up to 56 people, some of whom are living with dementia. There were 54 people living in the home at the time of the assessment site visit. This assessment was initiated in response to concerns about staffing shortages, management issues, and a decline in the quality of care.

At our last inspection we found improvements were needed and the provider was in breach of 3 legal regulations in relation to good governance, people’s safety, and need for consent. At this assessment we found further improvements were required to, care records, staffing, infection prevention and control, medicines management, governance, and need for consent.

People did not always receive their medicines as prescribed. The providers’ quality assurance systems were not used effectively in identifying and addressing areas of improvement. Care plans and risk assessments lacked personalisation and did not always reflect people’s current needs.

Some staff had not completed the training required to meet people’s needs. For example, how to apply topical creams, and understanding mental capacity act (2005) and understanding deprivation of liberty and safeguards (DoLs). Safe staffing levels were not always maintained to meet people’s needs. However, staff knew people well and were respectful, kind and caring in their approaches.

The provider recently appointed a new manager and deputy manager, supported by regional directors. However, management and oversight systems were not robust, and opportunities to identify areas for improvement were missed. The provider responded to our findings and gave assurances they would take action to improve care quality and safety, including steps to reduce any immediate risks.

We found breaches of 4 legal regulations concerning governance, safe care and treatment, consent to care and staffing.

We have asked the provider for an action plan in response to the concerns found at this inspection.

People's experience of this service

People and their relatives told us staff were supportive and provided help when needed. However, they told us they found some staff were more caring than others, and some staff tended to rush. Some people expressed concerns about staffing, telling us there were times when assistance was slow. People’s comments included, “There is definitely a shortage of staff, and I feel some of the girls are worn out and I feel sorry for them. Sometimes there are no members of staff in the lounge at all.” Other people told us, “I feel safe here. The staff are there if I need them.” Staff focused on non-care tasks rather than engaging people in meaningful conversations or activities. Not everyone in the service was able to communicate with us, so we spent time observing people’s experiences and speaking with relatives. We observed kind interactions between people and staff supporting them, and it was clear that some had developed strong, positive relationships with the people they supported. People told us most staff were kind and caring. Although some staff had recently left, people said they liked the new staff members. One relative told us, “A few staff left, leading to a large turnover but the new ones are great. It is a welcoming place where all the family are welcome. The staff come to say hello to you.”
