Our view of the service

This assessment took place between 8 July and 14 July 2025. St Ann’s Lodge 2 is a care home providing personal care to people with a learning disability and/or autistic people. At the time of our assessment there were 6 people using the service. The service also provides care and support to people living in a separate supported living setting and is registered as a domiciliary care agency to provide personal care to people living in their own homes. We have undertaken a separate assessment of the supported living setting, details of which can be found on the Care Quality Commission (CQC) website at www.cqc.org.uk. The domiciliary care part of the service was not operating at the time of our assessment.

We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.

People were protected and kept safe. Risks to people were managed well. Staff were provided with regular and relevant training to help them meet people’s needs. They were supported by managers to continuously improve and develop in their role. There were enough staff to meet people’s needs. Recruitment practice was safe and only suitable staff were employed by the service.

People were involved in assessments of their needs and received care and support tailored to meet these. Staff made sure people understood their care and supported them to give their informed consent.

People were supported to have choice and control and to maintain their independence. People received fair and equal treatment. Staff understood people’s rights and how these should be met.

Governance systems were in place to assess, monitor and review the safety and quality of the care and support provided to people. However, these were not always effective because managers had not sent information they were required to do so, to CQC, without delay. Managers took immediate action after our site visit to make sure appropriate measures were in place to support timely reporting of information to CQC.

People's experience of this service

People were safe and happy at St Ann’s Lodge 2. One person told us, “This place is really nice. There are friendly staff. The managers are nice as well.” A relative said, “[Family member] is well cared for. [Family member] is just themselves there. I think they are happy there.”

People were supported to stay safe when doing the things that mattered to them. They were looked after well, by staff who treated them with great kindness, compassion, dignity and respect. We used a structured observation tool to assess whether people received good care. This approach showed people were included and listened to, and staff consistently interacted positively with them.

People had choice and control about how their care and support was provided. They were supported by a staff team who were skilled and experienced and provided care and support in line with people’s choices and preferences. People were encouraged to do as much as they could for themselves, promoting their independence with the activities of daily living.
