Our view of the service

Date of assessment: 17 July 2025.

Qualitcare24/7 Ltd Portsmouth provides care to people living in supported living services. Not everyone who used the service received personal care. CQC only inspects where people receive personal care. This is to help with tasks relating to eating and personal hygiene. At the time of inspection 6 people were receiving personal care living in 3 different locations.

We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found people received care in accordance with this guidance.

This assessment was prompted in part due to concerns raised to CQC. Therefore, this was a responsive inspection of all quality statements, under all 5 key questions of safe, effective, caring, responsive and well-led. This was the first assessment of the supported living service.

People received safe care, were protected from abuse and risks in their care were identified, managed and reviewed appropriately. The service followed safe recruitment processes and there were enough staff who received appropriate training and supervision to support people. People’s support plans were person centred, met their needs and were regularly reviewed and updated with people, and their families if appropriate. Effective systems and processes for supporting people with their medicines were in place and followed by staff. People had appropriate, decision-specific, person centred mental capacity assessments in place. Where individuals had capacity, their consent was sought and clearly documented. Staff knew people well and described how they supported people to be independent, make choices and maintain their dignity and privacy. Leaders and staff worked well with external professionals, maintained oversight by completing regular audits, spot checks and competency assessments, and by being a visible presence for staff to refer to. Leaders and staff were responsive to people’s needs, and they sought feedback from people and their relatives to continue learning and improving the care provided. Clear processes were in place to maintain effective oversight of the running of the service and identify when improvements were required. People were supported by staff to access the community and make choices regarding their activities, with advocates being arranged if required.

 

People's experience of this service

Staff understood people and their needs well. They were able to communicate with them in a way most appropriate for the individual and showed knowledge of people’s wishes and preferences. People and their relatives said they received safe care from staff and were supported to be as independent as possible in relation to their care. People’s care plans were person centred, included setting goals and positive risk taking; people confirmed they were involved in the development and review of these records. People and their relatives felt the service was well run and they received care from a consistent, caring team. Comments we received included, “Staff advocate for [person], they have a good team around them,” and “Staff know [person] well, it’s nice and staff are kind to [person].”
