Our view of the service
Date of assessment 21 July 2025 to 30 July 2025. Nelson House is a residential care home and accommodates up to 4 people with a learning disability. Not everyone who used the service received a regulated activity of personal care. CQC only assess where people receive regulated activities. Personal care is helping people with tasks related to personal hygiene and eating. At the time of our assessment, there were 4 people using the service, 1 person was receiving the regulated activity of personal care. Nelson House was last rated good (30 June 2022.) We assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted.This assessment was undertaken due to the receipt of information in relation to safe environment and medicine management.
We have identified a breach in regulation in relation to good governance. We have requested an action plan from the provider in response to the concerns found at this assessment. There were enough staff available to meet people’s care needs, however, not all staff were appropriately trained. We found the environment was not always safe. The provider had not ensured all reportable safeguarding incidents were reported to CQC or/and the local authority safeguarding team. There were processes in place to record incidents. However, incidents were not always investigated to find the root cause, prevent re-occurrence and learn lessons from these. The home was clean and hygienic. The registered manager provided staff opportunities to raise concerns and ideas. Staff were positive about working for the provider and felt well supported by the management team. Medicines were managed safely. Care plans and risk assessments were in place. We made recommendations and the provider told us they had taken action.
People's experience of this service
People who were important to people living at Nelson house, provided us with positive feedback about their loved one. They told us people were safe and well cared for. Staff were caring and kind. They worked well to bring out a person’s confidence to live a more independent and fulfilling life. We were told, “[person] is safe, because they [provider] made sure [person’s] bedroom is on the ground floor, [person’s] confidence has grown since living there and is able to do the stairs and use the shower. I feel they have the right equipment if [person] does have a [seizure] they [staff] are alerted. [Staff] seem very caring.” They told us, people access regular activities such as swimming, restaurants and shopping.
