Vincentian Care Plus rated Inadequate by CQC

A Westminster based domiciliary care service has been rated Inadequate overall by the Care Quality Commission.

Vincentian Care Plus was rated Inadequate for being safe and well-led following an inspection in August 2017. It was rated Requires Improvement for being effective, caring and responsive.

At a previous comprehensive inspection in July 2016 CQC identified breaches of regulations in regards to person centred care, safe care and treatment, good governance, staffing and notifications. Vincentian Care Plus was at that time rated as Requires Improvement overall.

At the most recent inspection CQC found the provider had taken some action to meet the regulations, with improvements in relation to staffing and notifications.

However, inspectors found that people were at risk because the service did not have effective systems in place to manage missed and late visits. People were at risk of not receiving their medicines safely because there were not effective systems in place to monitor and audit medicine administration.

The service did not have effective systems in place to ensure that care records were accurate and up to date. People's care records contained gaps and were not always updated. The care records did not always reflect people’s current needs. People were not supported to have maximum choice and control of their lives and staff did not always support them in the least restrictive way possible.

Although people had the opportunity to provide feedback about the service, they provided mixed views about the quality of the care they received and the registered manager had not taken action to manage the concerns raised by people.

Debbie Ivanova, CQC’s Deputy Chief Inspector of Adult Social Care, said:

“We identified continued breaches of regulations in regards to person centred care, safe care and treatment, and good governance. We are considering what further action we are going to take."

“The overall rating for this service is Inadequate and the service is therefore in special measures. Services in special measures will be kept under review and will be inspected again within six months.”
