During a routine inspection

Happy2Care is registered to provide personal care to people living in their own homes situated in villages around Burnham Market in Norfolk. At the time of this inspection four people were being provided with personal care.

The service had a registered provider who was also responsible for managing the service. A registered provider is a person who has registered with the Care Quality Commission (CQC) to manage and provide the service. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

This announced comprehensive inspection was undertaken on 16 November 2016.

Staff were only employed after the provider carried out satisfactory pre-employment checks. Staff were trained and well supported by their managers. There were sufficient numbers of staff to meet people’s assessed needs.

Systems were in place to ensure people’s safety was effectively managed. Staff were aware of the procedures for reporting concerns and took action to reduce the risk of people experiencing harm.

People’s health and personal needs were effectively met. Systems were in place to safely support people with the management of their medicines although at the time of this inspection no one required staff to administer their medicines for them.

The provider was acting in accordance with the requirements of the Mental Capacity Act 2005 (MCA). Staff had received training and had an understanding of the MCA.

People received care and support from staff who were kind, caring and respectful. Staff respected people’s privacy and dignity and provided care in accordance with people’s preferences.

People were encouraged to provide feedback on the service in various ways both formally and informally to ensure that they were receiving the care and support they required. People, and their relatives, were involved in the assessments and reviews of care and support. Care plans were in place to meet each person’s needs.

The provider had processes in place to monitor the quality and safety of people’s care. The provider had an effective quality assurance system in place.to monitor the quality of the services provided for people and to gather their opinions of the care and support that was provided.

People felt listened to by the staff and that the provider and care staff were approachable and supportive.

During a routine inspection

During our inspection we reviewed a small sample of care plans and we saw that they provided evidence that people were fully included in discussions about their care and support and that people were asked to sign their agreement and to consent to their proposed care plan.

We saw evidence that staff provided care in the way the person had chosen and people who used the service were supported in a way that promoted their well-being. We spoke to two people who used the service and we they told us that the staff did a good job and that they knew what assistance the person needed.

Staff received regular training that supported and developed their knowledge regarding the needs of people; this ensured that staff had appropriate skills and awareness to meet the individual needs of people who used the service.

We spoke to three members of staff who told us they had regular supervision, and had regular monthly team meetings. Staff told us that they were well supported in their roles and had regular contact with their manager. We saw that the service conducted quality monitoring audits as part of the quality monitoring of the service.

During a routine inspection

During our inspection of 1 March 2013 we found that people were asked to provide appropriate consent before any care and support was provided to them. People's continued consent was checked at every visit to them in their own homes.

People's care was planned and provided in a way that met their needs. Records examined demonstrated to us that people were involved in the planning of their own care.

Appropriate action was taken by the provider to prevent the risk and spread of infection.

People were supported and cared for by staff who were supported to deliver care to them appropriately and safely. Staff members were provided with the opportunity to obtain further relevant qualifications.

We examined evidence which demonstrated to us that the provider regularly assessed and monitored the quality of service that people receive.

14 December 2011

During a routine inspection

Due to the few people receiving a service from this provider there were limited comments received following our visit on 14 December 2011 .

We were told the service was good and that the provider/manager is more like a friend but who always does the job well and is flexible in the care provided according to the needs on the day. We were told 'She is well qualified to do the job.'
