During a routine inspection

One person using the service told us that they were aware of their care plan and that they had some input into this but ''not a lot''. Another person told us that they had had a lot of input into their care planning. They also told us that the independent advocate who visited their unit had been useful in their discharge planning.

All staff were trained in how to use physical intervention (PI). Staff had recently attended the annual refresher three day PI training course. Support workers we spoke with had a good understanding of when they would use PI and one support worker discussed a recent example of when this had been used.

The Seacole Centre's safeguarding procedures were based on the Pan-London Safeguarding Policy and Procedures.

There was a medication policy and procedure and staff on each wing were found to be following this guidance. The nurses received medication training at least twice a year.

The Seacole Centre had systems to monitor the quality of service that they were delivering to people. For example pharmacy audits were carried out, feedback was obtained from people and / or their relatives on their views of the service and incidents were recorded. Actions were identified and where appropriate relevant changes would be implemented.

During a themed inspection looking at Learning Disability Services

Patients appeared to be clear why they had been admitted to the Seacole Centre. One patient told us, 'I was fighting with my family and was admitted so I could get some one to one support and get better'.

We spoke to five patients and asked if they had a care plan and if they were involved in the review process. All five patients spoken with told us that they had a care plan and that they had been involved in formulating the plan.

We asked one patient if he had a health action plan (HAP), the patient told us, 'I wrote my own HAP'.

Patients told us that they felt safe at Seacole Centre and that staff ensured that they were protected from abuse. One patient told us, 'I feel safe here'.

We asked patients how staff dealt with inappropriate behaviour. Patients told us that staff would talk to them, and used medication or applied restraint if required. Patients told us, 'Staff talk to me when I get frustrated'.
