About the service

Ainsdale Court is a residential care home providing personal and nursing care to up to 46 people older people. At the time of our inspection there were 42 people using the service. All bedrooms and facilities are based on the ground floor of the building.

People’s experience of using this service and what we found

Systems were in place to monitor people's living environment, care planning, health and welfare and records maintained at the service. People's care and support was monitored on a regular basis. An on-going process of improvements were in place to continue to enhance people’s experience of living at the service. The service worked with other agencies to identify and improve people health and wellbeing.

People received their medicines when needed. Risks to people were identified and where possible minimised. Systems were in place for infection prevention and control. People felt safe living at the service and spoke positively about the service they received.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice. People were supported by staff who received training for their role.

Rating at last inspection

The last rating for this service was requires improvement (published 13 February 2023).

At our last inspection we recommended that the provider reviewed and followed best practice in relation environmental and records management. At this inspection we found the provider had acted on the recommendations and further checks had been implemented in relation people’s living environment and the maintenance of records.

Why we inspected

This inspection was prompted by a review of the information we held about this service.

We looked at infection prevention and control measures under the Safe key question. We look at this in all care home inspections even if no concerns or risks have been identified. This is to provide assurance that the service can respond to COVID-19 and other infection outbreaks effectively.

For those key questions not inspected, we used the ratings awarded at the last inspection to calculate the overall rating.

The overall rating for the service has changed from requires improvement to good based on the findings of this inspection.

People’s experience of using this service and what we found

Improvements were needed by the provider to monitor people’s living environment and records maintained at the service. People’s care and support was monitored on a regular basis. The service worked with other agencies to identify and address areas of improvement.

People received their medicines when needed. Risks to people were identified and where possible minimised. Systems were in place for infection prevention and control. People felt safe living at the service and spoke positively about the service they received.

People were supported to have maximum choice and control of their lives and staff supported them in the least restrictive way possible and in their best interests; the policies and systems in the service supported this practice.

People were supported by staff who received training for their role. People had access to regular visits from a local GP service. Where specific support was needed from specialist health professionals, referrals were made. People had access to choices during mealtimes.

The provider completed an action plan after the last inspection to show what they would do and by when to improve. At this inspection we found improvements had been made and the provider was no longer in breach of regulations.

Recommendations

We have made recommendations in this report relating to monitoring of people’s living environment; recruitment and maintaining records.

Follow up

We will meet with the provider following this report being published to discuss how they will make changes to ensure they improve their rating to at least good. We will continue to monitor information we receive about the service, which will help inform when we next inspect.

During a routine inspection

About the service

Ainsdale Court is a residential care home providing personal and nursing care to up to 46 people. The service provides support to older people. At the time of our inspection there were 42 people using the service. All bedrooms and facilities are based on the ground floor of the building.

People’s experience of using this service and what we found

People were not supported to have maximum choice and control of their lives. Staff did not always support them in the least restrictive way possible and in their best interests.

Checks on the quality and safety of the service were either not in place or robust enough to ensure that people continually received a safe, effective service.

Recruitment procedures needed to improve to ensure all staff recruited were suitable to support people using the service.

We have made recommendations in relation to medicines management and monitoring of risk to people around the service.

People were supported by a sufficient number of staff to meet their needs. Accidents and incidents were monitored. Procedures were in place to safeguard people from harm.

People were given a choice of menu at mealtimes. Staff worked with health care professionals to ensure that people’s medical needs were met.

The service was clean and a programme of re-decoration was in progress throughout the building.

People were generally happy with the support they received from staff who knew them well. People’s care planning records gave the opportunity to record their needs and lifestyle preferences. An activities co-ordinator was newly in post to provide activities and interaction to stimulate people.

This service was registered with us on 3 November 2020 and this is the first inspection.

The last rating for the service under the previous provider was requires improvement, published on 19 July 2019.

Why we inspected

This inspection was prompted by a review of the information we held about this service.

We looked at infection prevention and control measures under the Safe key question. We look at this in all care home inspections even if no concerns or risks have been identified. This is to provide assurance that the service can respond to COVID-19 and other infection outbreaks effectively. This included checking the provider was meeting COVID-19 vaccination requirements.

Enforcement

We are mindful of the impact of the COVID-19 pandemic on our regulatory function. This meant we took account of the exceptional circumstances arising as a result of the COVID-19 pandemic when considering what enforcement action was necessary and proportionate to keep people safe as a result of this inspection. We will continue to monitor the service and will take further action if needed.

We have identified breaches in relation to obtaining consent, safe recruitment and a lack of effective oversight at this inspection.

Follow up

We will request an action plan from the provider to understand what they will do to improve the standards of quality and safety. We will work alongside the provider and local authority to monitor progress. We will continue to monitor information we receive about the service, which will help inform when we next inspect.
