During an inspection in response to concerns

We carried out this inspection because we had received information that the service was not carrying out all the required checks on staff before they started to support people. We checked the recruitment arrangements that were in place.

We found that the provider had ensured that staff were of good character and had appropriate qualifications, skills and experience. For example, references were obtained prior to staff starting to work. People were safe because their assistance was provided by staff who were fit, appropriately qualified and physically and mentally able to do their job.

During a routine inspection

People were positive about the service. A person said "they do what they are supposed to do. I can rely on them." Another person's relative told us "the carers are excellent. They are caring and flexible and know what to do in an emergency." People were involved in making decisions about their support. A worker said "I don't do it my way - I do it their way."

People's assistance was planned and delivered in a way that ensured people's safety and welfare. A person said "I have regular carers come to me. They look at the care plan and write down what they have done." A local authority social care advisor said "people have told us that communication with the service has been very good. They have said they receive good care." The provider had taken appropriate steps to protect people from the risks of abuse. Staff knew how to recognise and report any concerns about ill-treatment or neglect.

Appropriate checks were undertaken before staff began work. This meant people were cared for by staff who were suitably skilled and qualified. A person said "my carers are very sensible and they know what they are doing." People were asked for their views of their service. If required, changes were made to improve their experience. The provider regularly checked the quality of the service. When necessary the provider took action to improve the quality of the service.
