During an inspection looking at part of the service

During our last inspection in June and July 2013 we issued compliance actions around safeguarding people from abuse and assessing and monitoring the quality of the service. We asked the provider to submit an action plan which would outline what improvements would be implemented to meet the regulations. This was not submitted within the set deadline.

During our most recent inspection we spoke with four members of staff, the manager and two people using the service.

Both of the people we spoke with said they had no concerns about abuse. One person using the service told us 'I think it is very safe, I have no concerns about that.'

We found that there was no quality assurance system in place to ensure the care planning documentation was up to date with peoples current care needs. This meant that people were not protected against the risk of receiving inappropriate or unsafe care.

During an inspection looking at part of the service

We found that people who use the service were not protected from the risk of abuse, because the provider had not taken reasonable steps to prevent abuse from happening. We found the service to be non compliant with this outcome area.

We found that the provider did not have an effective system to regularly assess and monitor the quality of service that people receive. We found the service to be non compliant with this outcome area.

At our last inspection in April 2013, we found that appropriate records were not maintained. We issued a warning notice and told the provider to improve. At this follow-up inspection we found that people were protected from the risks of unsafe or inappropriate care and treatment because accurate and appropriate records were maintained.
