During an assessment under our new approach

Cressex Health Centre is a GP practice in High Wycombe, Buckinghamshire and provides a range of primary medical services from its main and a branch practice. Approximately, 11,000 patients are registered at the practice. We carried out this assessment of 1 quality statement, Equity of Access on 18 March 2024. Responsive access assessments are remote focused reviews to help us understand what practices are doing to try to meet patient demand and the current experience of people who use these services and of providers. The practices continued to provide safe, quality care to the people they serve recognising the demand for general practice remains exceptionally high, therefore offering more appointments. We found people could access services when they need to, without physical or digital barriers, including out of normal hours and in an emergency.

During a routine inspection

We carried out an announced inspection at Cressex Health Centre in High Wycombe on 10 May 2022. Overall, the practice is rated as Good.

The practice has not been inspected under their current registration with the Care Quality Commission (CQC). Previously, the practice was managed by CV Health and was inspected in April 2018. At the inspection in April 2018 the practice was rated Good overall and Good for all five key questions. CV Health had established a Community Interest Company (CIC), called BetterHealth Bucks CIC. In June 2019, BetterHealth Bucks CIC became the new registered provider of services delivered from Cressex Health Centre.

Why we carried out this inspection

This inspection was the first comprehensive inspection under the new provider, BetterHealth Bucks CIC.

How we carried out the inspection

Throughout the pandemic CQC has continued to regulate and respond to risk. However, taking into account the circumstances arising as a result of the pandemic, and in order to reduce risk, we have conducted our inspections differently.

This inspection was carried out in a way which enabled us to spend a minimum amount of time on site. This was with consent from the provider and in line with all data protection and information governance requirements.

This included:

  • Conducting staff interviews remotely and onsite.
  • Completing clinical searches on the practice’s patient records system and discussing findings with the provider.
  • Reviewing patient records to identify issues and clarify actions taken by the provider.
  • Requesting evidence from the provider.
  • A short site visit to the main practice (Hanover House).
  • Discussions with patients, practice staff, local care home who access GP services from the practice and the patient participation group.

Our findings

We based our judgement of the quality of care at this service on a combination of:

  • What we found when we inspected
  • Information from our ongoing monitoring of data about services
  • Information from the provider, patients, the public and other organisations.

We have rated this practice as Good overall.

We found that:

  • There were systems in place to monitor high-risk medicines and monitoring of patients with long-term conditions.
  • Staff encouraged and supported patients to be involved in monitoring and managing their own health.
  • Staff dealt with patients with kindness and respect and involved them in decisions about their care.
  • The practice understood and respected the cultural, social and religious needs of patients which aligned to the variety of cultures in High Wycombe.
  • The practice adjusted how it delivered services to meet the needs of patients during the COVID-19 pandemic.
  • Patient feedback relating to access had continued to significantly improve over the last four years. This included feedback collected by the practice and feedback collected via the National GP Patient Survey results.
  • The way the practice was led and managed promoted the delivery of high-quality, person-centred care.
  • The practice demonstrated a willingness to learn and improve. This included learning from our clinical searches and findings from the inspection.

We saw an area of outstanding practice:

  • The leadership team drove continuous improvement and all staff were accountable for delivering safe change. We saw the practice team was committed to meeting the needs of its population and was continually seeking new ways to develop new and more effective pathways for patient care. This was evidenced through specific areas of improvement, themed and targeted services, clinical audits and health promotion. This also included a range of initiatives to meet the different patient groups who accessed the practice.

Whilst we found no breaches of regulation, the provider should also:

  • Continue to improve the uptake of cervical screening.
