During a check to make sure that the improvements required had been made

All planned improvement actions that the provider had told us they would take to ensure that people received appropriate care and treatment had been completed, or were well advanced. These improvements were being regularly monitored and reported to service commissioners. The arrangements to promote the health and welfare of people using the service had been improved to make them more effective. This included the provision of care and treatment for chronic medical conditions and the delivery of health promotion. Staff training had been improved to support these arrangements. Some partnership arrangements for health promotion required further development to be fully effective.

During an inspection in response to concerns

There was effective co-operation between the healthcare providers and between healthcare and prison staff. This promoted the health, safety and welfare of patients.

Most patients told us that they were very happy with their care and that staff understood and met their needs. Although some patients told us that they waited too long to see a GP, we found the waiting times for GP appointments comparable to those in the wider community. However, the systems for meeting the needs of patients living with long term medical conditions, such as epilepsy and asthma, were not well developed and patients did not always receive appropriate treatment. Records showed that not enough staff had received training to meet patients' needs in relation to responding to medical emergencies and assisting those with limited mobility with moving.

Medicines were managed safely and effectively. Most patients said that they received their medicines as intended by the prescriber. The risks to patients associated with inappropriate prescribing were being reduced.

Recruitment to the nursing team was challenging but the provider had taken steps to ensure that staffing levels and competence were maintained safely.

There were effective systems in place to measure the quality and safety of the nursing service and further arrangements were being developed. Patients had access to an effective complaints system and were able to express their views about their experiences of the healthcare service.
