Bloomfield Medical Centre is located in a purpose-built building at 118-120 Bloomfield Road, Blackpool FY1 6JW.The practice is part of the NHS Blackpool Clinical Commissioning Group (CCG). The practice provides services under a Personal Medical Services contract with NHS England and has 12786 patients on their register. There are five registered GP partners (four male and one female), and three female salaried GPs. The clinical team also includes a clinical lead nurse, two clinical pharmacists, four practice nurses; additional daily support is provided by seven nurse practitioners and six health care assistants who rotate between Bloomfield Medical Centre and another nearby GP led service. The clinical team are supported by a business manager, a practice manager, a patient services lead and a range of administrative and reception staff. The practice is a training practice for trainee GPs.

Patients can access Out of Hours services by contacting NHS 111. Information published by Public Health England rates the level of deprivation within the practice population group as one on a scale of one to ten. Level one represents the highest levels of deprivation and level ten the lowest. The male practice population have lower life expectancy at 73 years compared to the CCG average of 75 years and England average of 79 years. Similarly, female life expectancy is lower at 79 years compared with the CCG average of 80 years and the England average of 83 years.

We carried out a comprehensive inspection of Bloomfield Medical Centre on 15 March 2018. The overall rating for the practice was good with the key question of safe rated as requires improvement. The practice were unable to evidence up to date systems for the risk assessment of fire safety and associated training. A requirement notice under Regulation 12 was issued. This desk top review was carried out on 03 October 2018 to confirm that the practice had carried out their plan to meet the legal requirements in relation to the breach identified in the requirement notice.

The practice had done all that was reasonably practicable to mitigate risks to the health and safety of service users receiving care and treatment.
