During an inspection looking at part of the service

About the service

High Peak Lodge is a residential and nursing home that is registered for younger and older adults, people living with dementia, sensory impairment or a physical disability. It is situated close to Leigh town centre. All bedrooms are single occupancy and have ensuite facilities. High Peak Lodge can accommodate up to 39 people. At the time of inspection 34 people were living at the home.

At the time of inspection, the provider and subsequently the home was in administration. The operation of the home was being overseen by Healthcare Management Solutions, who had been appointed by the administrators.

People’s experience of using this service and what we found

People felt safe living at High Peak Lodge and spoke highly about the care and support they received. The majority of relatives we spoke with also provided positive feedback about the quality of care and the staff who provided this. Accidents, incidents and falls were documented and reviewed to identify patterns and trends and identify opportunities for learning. Staff had received training in safeguarding and knew how to identify and report concerns. Medicines were managed safely. People received their medicines as prescribed, with records being completed accurately and consistently. The home was clean, with effective infection control processes in place.

People and staff told us the home was well run and a nice place to live and work. People, relative and staff views were sought through meetings and questionnaires. The home used a range of systems and processes to monitor the quality and effectiveness of the service provided. Action plans were used to drive improvements.

The last rating for the service was good (published 24 October 2019).

Why we inspected

This inspection was prompted by a review of the information we held about this service.

We undertook this focused inspection to assess whether the current rating of good was still accurate. This report only covers our findings in relation to the key questions safe and well-led, as these were the key questions inspected.

For those key questions not inspected, we used the ratings awarded at the last comprehensive inspection to calculate the overall rating. The overall rating for the service has remained good. This is based on the findings at this inspection.

We looked at infection prevention and control measures under the Safe key question. We look at this in all care home inspections even if no concerns or risks have been identified. This is to provide assurance that the service can respond to COVID-19 and other infection outbreaks effectively.

During an inspection looking at part of the service

High Peak Lodge is a residential and nursing home that is registered for younger and older adults, people living with dementia, sensory impairment or a physical disability. It is situated close to Leigh town centre. All bedrooms are single occupancy and have en-suite facilities. High Peak Lodge can accommodate up to 39 people. At the time of the inspection 36 people were living at the home.

We found the following examples of good practice.

The home had a robust process in place for facilitating controlled visits for people receiving end of life care. Only two relatives were allowed to visit, both of whom needed to have a negative test no more than three days prior to the visit, complete a lateral flow test upon arrival, have their temperature checked, don PPE and be escorted to and from the bedroom.

Prior to the recent lockdown, internal visiting had been set up within a designated area accessible from the grounds, with detailed instructions of how this would work circulated to all relatives via letter. Again, this involved testing prior to and on the day of the visit and adherence to PPE guidelines. During the current lockdown, contact was maintained through window visits, video and telephone calls.

The home has used isolation and cohorting appropriately, to ensure people were supported safely. Any admissions had included completion of testing and a 14-day isolation period, before people had been supported to integrate into the communal areas of the home. Furniture had been rearranged in lounges and the dining area, to ensure people remained socially distanced. Staff had been allocated to specific areas of the home, to prevent cross contamination.

Both PPE and cleaning products were stored and used appropriately. PPE stations had been set up across the home, with donning and doffing guidance displayed at various points throughout to ensure guidance was followed. Touch free bins and clinical waste bags were in use throughout the home.

It is situated close to Leigh town centre. All the rooms are for single occupancy and have en-suite facilities. High Peak Lodge can accommodate up to 39 people. At the time of the inspection 35 people were living at the home.

People’s experience of using this service and what we found

People spoke positively about the care provided and the caring nature of the staff. People and their relatives told us about noticeable improvements they had seen as a result of the support provided. One person said, “The staff have helped me back on my feet. I couldn't walk when I came here. I'm on a standing frame now taking small steps.” A relative stated, “My [relative’s legs] used to be in a poor condition. Through the continued support of they staff, they now have the legs of a teenager.”

Staff had all received training in safeguarding and knew how to report concerns. The home had consistently followed local authority reporting procedures, to notify them of any incidents or potential abuse. Accidents, incidents and falls had been consistently documented with analysis completed to look for trends and minimise future risks.

Staff spoke positively about the training provided, with completion monitored to ensure their knowledge and skills remained up to date. People and relatives told us the felt the staff were competent and good at their jobs. One person told us, “They are very well trained, they know their stuff.”

People received personalised care which met their needs and wishes. People and/or their relatives had been involved in discussing their care, providing information about life history, likes, dislikes and goals, to ensure staff could support them as individuals. Care plans clearly explained what people wanted and had been reviewed regularly to reflect people’s changing needs.

People enjoyed the food and drinks provided, confirming they were offered choices and received enough throughout the day. We found meal times to be a positive experience, with people receiving support and encouragement in a dignified way and in line with their care plan.

People told us they had enough to do each day to keep them occupied and engaged. The home had a weekly activities programme, facilitated by two coordinators. Along with internal activities, outings had also been planned and attended, to enable people to socialise in the local community.

The home had a range of systems and procedures in place to monitor the quality and effectiveness of the service. Action plans had been completed to promote continuous improvement.

Rating at last inspection

This was the first inspection since the home was re-registered in October 2019 due to a change in the provider.

Why we inspected

This inspection was part of our scheduled plan of visiting services to check the safety and quality of care people received. Newly registered services or providers are inspected within 12 months.

Follow up

We will continue to monitor information we receive about the service until we return to visit as per our re-inspection programme. If we receive any concerning information we may inspect sooner.
