During an inspection looking at part of the service

We carried out a desk top follow up inspection at Huddersfield Road Partnership on 25 March 2020. At this inspection we followed up on breaches of regulations identified at a previous inspection on 11 September 2019.

We based our judgement of the quality of care at this service on a combination of:

  • Documentation and information from the provider and
  • information from our ongoing monitoring of data about services.

At the last inspection in September 2019 we rated the practice as requires improvement for providing well led services because safety risk management processes and systems and processes to ensure good governance in accordance with the fundamental standards of care were not effective.

At this inspection, we found the provider had satisfactorily addressed these issues.

We have rated this practice as good for well led and good overall.

We rated the practice good for providing well led services because:

  • Systems and processes to manage and monitor risks at both sites had been implemented and were being regularly monitored.

During an inspection looking at part of the service

We carried out an announced comprehensive inspection at Huddersfield Road Partnership on 11 September 2019 due to the length of time since the last inspection.

Following our review of the information available to us, including information provided by the practice, we focused our inspection on the following key questions:

  • Safe
  • Effective
  • Responsive
  • Well-led

Because of the assurance received from our review of information we carried forward the ratings for the following key questions:

  • Caring

We based our judgement of the quality of care at this service on a combination of:

  • what we found when we inspected
  • information from our ongoing monitoring of data about services and
  • information from the provider, patients, the public and other organisations.

We have rated this practice as good overall and good for all population groups and requires improvement for being well led. This is because:

  • The management and monitoring of risks lacked oversight, particularly at the branch surgery.

We found that:

  • The practice provided care in a way that kept patients safe and protected them from avoidable harm.
  • Patients received effective care and treatment that met their needs.
  • Staff dealt with patients with kindness and respect and involved them in decisions about their care.
  • The practice organised and delivered services to meet patients’ needs. Patients could access care and treatment in a timely way.

We saw an area of outstanding practice where the practice had a daily nurse led telephone advice session where patients could ring to ask advice. For example, about travel vaccines, immunisations and blood test results.

T he areas where the provider must make improvements are:

  • Establish effective systems and processes to ensure good governance in accordance with the fundamental standards of care.

During a routine inspection

Letter from the Chief Inspector of General Practice

We carried out an announced inspection visit on 9 December 2014. The overall rating for the practice was good. The practice provides services at two sites Huddersfield Road and Barugh Green references to the practice refers to both sites unless otherwise stated.

We found the practice to be good when providing: safe, care and effective for the population groups it serves. In addition we rated the practice as outstanding with respect to its responsiveness to patient’s needs.

Our key findings were as follows:

  • Where incidents had been identified relating to safety, staff had been made aware of the outcome and action taken where appropriate, to keep people safe.
  • All areas of the practice were visibly clean.
  • People received care according to professional best practice clinical guidelines. The practice had regular information updates, which informed staff about new guidance to help ensure they followed best practice.
  • The service ensured people received accessible, individual care, whilst respecting their needs and wishes.
  • We found there were positive working relationships between staff and other healthcare professionals involved in the delivery of service.
  • Appointment length is need specific so GPs arrange longer appointments when they think this is necessary. Longer appointments are offered to some patients for example those with substance misuse issues or complex needs.
  • The practice had a designated receptionist who had their own room where patients go to select choose and book appointments, after their GP appointment. This receptionist also used the same room for the registration of new patients and had a diary with available appointments, to see new patients, on the computer.
  • One of the GPs was a complementary therapist and ran an Acupuncture clinic once a week for patients. They also ran a relaxation class once a week for groups of up to 12/15 people over a 12 week course. This was attended by patients from all age-groups and it offered relaxation techniques for many types of problems such as: stress, mental health issues, pain and insomnia.
