Letter from the Chief Inspector of General Practice

We carried out an announced comprehensive inspection at Blundell Park Surgery on 6 January 2015. Overall the practice is rated as good.

Our key findings across all the areas we inspected were as follows:

  • Staff understood and fulfilled their responsibilities to raise concerns and report incidents and near misses.
  • Patients said they were treated with compassion, dignity and respect and they were involved in their care and decisions about their treatment. Information was provided to help patients understand the care available to them.
  • The practice had good facilities and was well equipped to treat patients and meet their needs. Information about how to complain was available and easy to understand
  • The practice had a clear vision which had quality and safety as its top priority. A business plan was in place, was monitored and regularly reviewed and discussed with all staff. High standards were promoted and owned by all practice staff with evidence of team working across all roles.
  • The practice actively sought the opinions of staff and patients, working with a well-established patient participation group (PPG).

During an inspection looking at part of the service

On our inspection of 10 February 2014 we found that improvements had been made to the infection control systems and cleanliness of the environment. Refurbishment of some areas of the service had been completed in line with the action plan submitted to us by the provider after our previous inspection visit of 19 August 2013, where we had identified areas of improvement were needed.

We were accompanied on our visit by a specialist advisor.

Three patients we spoke with told us they thought that the environment was clean and tidy and that the staff were very professional. They stated that they were happy with the care that they had received in the past at the practice

During a routine inspection

Patients told us they were asked their consent prior to treatment being carried out. They said they were treated with dignity and privacy was respected. Comments included, 'They find time to talk to you, it's not a rush job' and 'I'm always asked to consent but it's not written.'

Patients spoken with said they were provided with information about treatment options to enable them to make informed choices. They told us they were happy with the care and treatment they received and they found it easy to get an appointment when required. Comments included, 'It's easy to get appointments because they do a walk-in clinic.'

We found some areas of the practice and some systems in use compromised the ability to prevent and control the spread of infection.

We found medicines were stored appropriately although some improvements in monitoring refrigerated medicines and stock rotation was required.

We found staff had access to training and were supported in their roles by GPs and other managers. Where there were gaps in training, these had been identified and courses planned.

We found there were systems in place to monitor the quality of the service provided to patients. This included audits and surveys to obtain patients views so that improvements could be made. We found some audits of the environment and infection control were yet to be completed.
