During an inspection looking at part of the service

This was a follow up inspection to check upon the progress made by the provider to meet compliance actions set at the last inspection in June 2013. We found that improvements had been made since the previous inspection. We were unable to speak with people directly due to their fraility and physical condition but sought views from their relatives about the level of service provided. The provider works as a carer and employs a member of staff to cover some of the calls.

We found that people's needs were assessed and care was planned and delivered in line with their individual care plan. Relatives involved in their family member's care told us that they were happy with the care and support provided and the carers had a good understanding of their role. One relative told us "out of all the carers my husband has had X is the best." Another relative said "he handles him with great compassion and care."

Relatives told us that their family member would be safe and trusted the carers who came to their home.The service had a policy and procedure about safeguarding vulnerable adults and the carers had undertaken safeguarding training. Checks were carried out about carers before they began work at the agency including Disclosure and Barring Service checks and references.

Relatives felt able to raise any issues with the provider and were confident that any concerns would be addressed by the provider to their satisfaction.

During a routine inspection

Relatives told us that people were treated with respect and dignity and they could make choices over their daily lives. However care plans did not reflect people's views and experiences in the way the service was provided and delivered in relation to their care. Relatives told us the carer knew how to meet their relative' s needs. They told us "he is really good, the best of all the carers we have had. I never have to say anything, he knows what to do."

We found that although people received the care they needed, individualised care plans and risk assessments were not in place for them. People told us they felt safe with the carer and that they knew who they could raise any issues or concern with if they needed to. However, we found that the service did not have procedures in place for safeguarding vulnerable adults. The manager/carer was not aware of their responsibilities with regard to safeguarding issues. The service did not follow proper recruitment procedures when employing staff. This put people at risk of receiving care from potentially inappropriate staff.
