During a routine inspection
Each of the people receiving a service had a care plan in place but we found that the specific details of each care package had not been recorded. The plans had not been signed or dated so we could not judge if they were up to date.
People were protected from abuse as the agency took action to identify and prevent abuse from happening.
Arrangements were in place for dealing with foreseeable emergencies.
We found that the agency's recruitment procedures were not robust. Care workers had been allowed to start work before all the necessary checks and vetting information were received by the provider.
We found that the agency had systems in place to monitor the quality of the service provided but they were not being used effectively. For example, several audits that the agency said it would carry out had not been completed.
