During a routine inspection

We spoke with five people who used the service and two relatives. We also spoke with the managers of two care homes to which the agency supplied care staff. The domiciliary care manager of the partner organisation sent us evidence of quality assurance checks.

People told us that they received their care from staff who were familiar to them. They said that staff were kind, helpful and willing to be flexible to meet their needs. Relatives told us that their family members received good care from staff who treated them with respect and knew their preferences about their care. Care home managers told us that they were happy with the quality of staff provided by the agency.

We saw evidence that the provider obtained a Disclosure and Barring Service (DBS) disclosure for staff before they began work and checked that staff did not appear on the DBS list of people barred from working with vulnerable people. However we found that the provider had not obtained two written references for each member of staff employed, which meant that the provider had not made all the necessary checks before staff began work.

We found that the provider had developed an effective system to monitor the quality of service that people received which included seeking the views of people who used the service and their relatives. We saw evidence that the partner organisation had developed an action plan to address any areas of concern highlighted by people or their relatives.

During a routine inspection

We spoke with people who used the domiciliary care service and their relatives and the managers of two care homes to which the agency supplied staff. We also talked to three domiciliary care staff and the domiciliary care manager of the partner organisation.

People who used the domiciliary care service told us that they were happy with the care they received and the staff that provided it. One person told us, 'They're very good, very reliable.' A relative of a person who used the service said of the staff, 'They're very good, very pleasant.' The care home managers told us that they were satisfied with the quality of staff supplied by the agency. One of the managers told us, 'We're satisfied with them. The staff are of good quality.' Another manager told us that when they had complained about a member of staff supplied by the agency, the provider had listened to their concerns and responded appropriately.

We found evidence that the partner agency regularly monitored the quality of the domiciliary care service people received and that people who used the service were asked for their views about their care. We saw evidence that the provider obtained a criminal record check for staff but the provider was not able to supply evidence of other necessary pre-employment checks at the time of our inspection. This meant that we were not able to satisfy ourselves that the provider had made all the necessary checks before staff began work.
