During a routine inspection

As part of our inspection we spoke with the interim manager and two members of staff. We spoke with twelve people who used the service and relatives by telephone. We also looked at records.

When we looked at the daily records we found they accurately reflected the care people required.

We asked people about the times of their visits and one person told us, 'The carers are sometimes late but this is because of emergencies beyond their control and they let me know by phone'.

Overall we observed people were supported by skilled and experienced staff who understood their roles and responsibilities in order to provider safe care to people.

One person told us, 'The care I receive is fantastic and the carers are very pleasant.' Another person said, " I could not be more pleased with my carers and they could not be more caring.'

During our visit we looked at care plans and found they lacked detail as to how care should be provided. Risks were identified but management plans were not in place to reduce the risks.

We observed the service was responsive to people's needs. One person told us, 'My dignity is respected at all times and I am still able with their help to retain some independence with my personal care.'

The provider had a statement of purpose in place which was available to people and reflected the service provision.

We saw people were informed how to express their views. The provider had a complaints policy in place.

During a routine inspection

People told us they were given sufficient information about the service and knew how to contact the office if needed. They told us they were involved with the development of their care plans and in decisions about the care and support they received. They said staff listened to their views and respected them, and they were satisfied with the care provided. One person said, "It's nice to have an agency who asks you what you want doing rather than tells you."

People said they felt safe with the support they received. They said they liked the staff who worked with them. They told us staff had a lot of patience and understanding. One person said, "I am quite satisfied with everything."

Comments from people indicated the service was generally reliable and people were not rushed. They said they were informed of who would be visiting and were introduced to any new staff.

The recruitment of staff included checks of their suitability to work with vulnerable people. There was a range of training provided. The manager confirmed further training had been planned for staff about the administration of medicines as well as about people's capacity to make decisions and choices about their care and treatment.

There were satisfactory quality monitoring systems in place and people were comfortable to raise matters with the manager. We were told for example, "The manager is very easy to talk to and on the ball. If you've got a problem she sorts it."
