During a routine inspection

We undertook telephone surveys with five people who used the service. People told us that staff were nice and they always treated them with respect. They told us that staff always respected their privacy and dignity. One person told us, 'Staff knock on my door when they come. They let me do things by myself to be independent like dressing.' People told us that they had a care plan but they could not remember what was written in them. They told us that they had a copy of their care plan at their homes and staff wrote in it every time they visited. People who used the service told us they always felt safe with staff who visited them. One person told us, 'I would talk to the manager if I did not feel safe.' Another person told us, 'Staff are always kind to me they never hurt me.'

We found that the service was operating without a registered manager for the regulated activity of personal care.
