Background to this inspection

Updated 26 October 2018

Sheffield Medical Centre is located in a purpose built health centre at 21 Spital Street, Sheffield, S3 9LB. The practice provides services for 1,747 patients under the terms of the NHS Personal Medical Services contract. The provider is registered with CQC to provide the regulated activities, diagnostic and screening, family planning, maternity and midwifery, surgical procedures and treatment of disease, disorder or injury.

Public Health England data shows the catchment area is classed as within one of the most deprived areas in England with 17.7% of patients being registered as unemployed and 54.7% being of black and minority ethnicity. The age profile of the practice population is broadly similar to the other GP practices in the Sheffield Clinical Commissioning Group (CCG) area, with a higher number of patients aged 15 to 44 years old.

The practice has one female GP partner, one practice nurse, a phlebotomist, practice manager and team of reception and administration staff.

The practice is open 8am to 6pm Monday to Friday and 8am to 1pm Thursdays. Morning and afternoon appointments are offered daily Monday to Friday with the exception of Thursday afternoons when the practice is closed. Weekend and evening appointments are offered at one of the satellite clinics in Sheffield, in partnership with other practices in the area. Out of hours care can be accessed by calling the NHS 111 services between 6.30pm and 8am Monday to Friday and at weekends. The practice telephone system automatically diverts calls to the city wide collaborative GP service between 6pm and 6.30pm Monday to Friday and between 1pm to 6.30pm Thursdays.

Overall inspection

Good

Updated 26 October 2018

This practice is rated as Good overall.

The key questions at this inspection are rated as:

Are services safe? – Good

Are services effective? – Good

Are services caring? – Good

Are services responsive? – Good

Are services well-led? - Good

We carried out an announced comprehensive inspection at Sheffield Medical Centre on 19 September 2018 as part of our inspection programme due to a change to the provider’s registration with the commission.

At this inspection we found:

  • The practice had clear systems to manage risk so that safety incidents were less likely to happen. When incidents did happen, the practice learned from them and improved their processes.
  • The practice routinely reviewed the effectiveness and appropriateness of the care it provided. It ensured that care and treatment was delivered according to evidence- based guidelines.
  • Staff involved and treated patients with compassion, kindness, dignity and respect.
  • Patients found the appointment system easy to use and reported that they were able to access care when they needed it.
  • There was a focus on continuous learning and improvement at all levels of the organisation.

The areas where the provider should make improvements are:

  • Review the Resuscitation Council (UK) guidelines regarding frequency of checking emergency equipment.
  • Take action to follow the practice’s complaint policy and include the Parliamentary Health Service Ombudsman details on response letters to complainants.
  • Review the systems in place to identify carers.
