During a routine inspection

A single inspector carried out this inspection. The focus of the visit was to answer five key questions: is the service safe; effective; caring; responsive and well-led.

Is the service safe?

People felt safe receiving support from the provider and staff felt similarly safe carrying out their duties. We were told people felt staff were skilled and trained to be able to carry out their duties effectively. Staff demonstrated a good understanding of their responsibilities in relation to safeguarding. We found the service to be safe.

Is the service effective?

We saw care plans were detailed and personalised and focused on the dignity and independence of the person using the service. Staff told us they had time to read care plans and also had enough time to carry out their allocated duties. A relative told us they considered the written records were "exemplary". We saw care plans and support delivered in a flexible way to meet the care needs of the person. We found the service to be effective.

Is the service caring?

We spoke with people who used the service, relatives, staff and managers, including the registered manager. People were wholly complimentary about the quality of the service with one person describing the care as "fantastic, very responsive; helpful and consistent". A relative spoke about how impressed they were at the time taken to get to know the person to ensure the most appropriate package of care was planned. We found the service to be caring.

Is the service responsive?

We were told by people using the service, relatives and staff that managers were approachable and responsive and we saw evidence of managers responding to situations where managerial support was indicated and this was done in a timely and responsive way. We found the service to be responsive.

Is the service well-led?

There were effective quality assurance processes in place to monitor quality. We found the service to be well-led.

During a routine inspection

We spoke with five people who received a service from Nurse Plus, Oxford. All of the people we spoke with were highly complementary about the agency. Everyone spoke positively about the care workers and felt that they spoke with them in a calm and respectful way. People told us the care workers were 'absolutely wonderful'.

We looked the care records for six people. These were person centred and clearly written with the involvement of the person. It was clear that information in these records had been used to form a detailed and individualised care plan.

People told us that care workers were rarely late, but if they were they were telephoned so that they did not worry. One person told us 'I can't ever remember them being late'.

People felt that staff were well trained and understood their needs. Care workers told us they felt supported in their role. One care worker told us 'it's a great place to work'.

People and their relatives told us that they felt safe when being cared for by care workers. One person told us 'we are very safe, we don't have any concerns'. Records showed that all care workers had completed adult safeguarding training and some had safeguarding children's training.

We looked at the quality assurance systems that were in place. The information reviewed demonstrated that the service was monitored on a consistent basis to ensure that people experienced appropriate support, care and treatment that was safe.

During a routine inspection

Nurse Plus and Carer Plus is a new service at this location.

They have been providing a service from this location since January 2013.

We saw that each person's care was planned and delivered in a way that met their needs and took into account their views and experiences. Risks to the health, safety and welfare of people were assessed and managed to help minimise these.

Staff were supported, trained and supervised to help ensure that people who were using the service received safe and proper care and support. People who were using the service told us that they felt safe and that they had no concerns. One person said 'I am very happy using this service'.

Nurse Plus and Care Plus had systems in place to regularly monitor and improve the safety and quality of the services it provided to ensure that people received safe and appropriate care, support and treatment.
