During an inspection looking at part of the service

Our inspection of 26 July 2013 found concerns that the registered provider did not have effective systems in place to monitor and assess the quality of service provision and where necessary drive service improvement. The provider wrote to us and told us that they had put in place a quality improvement plan to address the issues identified.

During this inspection we found that the provider had quality assurance systems in place to monitor the quality of service provision and where necessary, drive service improvement. This included a written evaluation survey that people who used the service were invited to complete and a variety of quality assurance audits of care delivered by staff in people's homes.

During a routine inspection

At the time of our visit Kingston Upon Thames was providing personal care to four people in the Dudley area of Birmingham. During our visit we attended the providers office premises and spoke with the registered manager and operations manager. After our visit we spoke by telephone with two people who use the service and three care support workers. People told us they were happy with the way care was delivered by care staff. One relative who also received care form the provider told us, "We have got carers that really care about our well-being". People were involved in the planning of their care and in any reviews carried out. One person told us, "They do involve me, they have come to my house about my care plan".

We saw that the provider had clear safeguarding policies and procedures in place and that staff were aware of the processes to be followed. Records we reviewed demonstrated that there were effective recruitment and selection processes in place and that staff were recruited following a selection process which included pre-employment checks. The provider did not have an effective system to regularly assess and monitor the quality of service that people received.
