During a routine inspection

We spoke with 10 people and three relatives who all told us that their care and support was being provided to their satisfaction. One person said, 'I have no complaints with my care. Everything they (care staff) do is okay. The girls who come to my home are wonderful".

Improvements had been made to people's care plans since the last inspection in December 2012. We found that details of people's needs and support had been recorded and the times when people should receive care had been included in their written care plans. People we spoke with said that staff usually provided their care at the times they expected it and that the care provided was meeting their needs.

We found that improvements were required to assure people that any allegation or suspicion of abuse to vulnerable people would be appropriately reported to the Local Authority.

We saw that arrangements were in place so that suitable and adequate numbers of care staff were working to ensure that people received the care and support that had been planned to meet their needs.

Record of care and records of staff training were not accurate and some people's care records had not been securely kept by the provider.

During a routine inspection

People that we spoke with were positive about the care and support they received and commented that, 'My carers are excellent and very respectful' People told us that the care and support they received met their needs and that their views and concerns were listened to and properly dealt with.

Although people using the service expressed satisfaction with their support, care planning documentation needed improvement as they lacked detail regarding the care and support that was to be provided at each visit. Guidelines for staff were not in sufficient detail to ensure that care was being provided to meet peoples' individual preferences.

Staff were trained in safeguarding people from harm and information regarding how to contact the local authority safeguarding team had been made available to staff and people using the agency.

There were induction and mandatory training programmes in place to ensure that staff were competent to deliver care. Care staff were regularly supervised to monitor their work performance and development needs.

The agency had quality assurance procedures in place to assess and monitor the quality of the service that was provided to people.
