During a routine inspection

During the inspection process we gathered comments from people and their relatives being provided care by Constable Care, and from staff members who provided the care.

We asked people if they felt involved in the care they were provided by the service. We also asked whether they felt the care met their needs. One relative told us: "The carer rings me straight away if they think there are any problems.'

People's needs were assessed and care and treatment was planned and delivered in line with their individual care plans.

People were protected against the risks associated with medicines because appropriate arrangements were in place to manage medicines.

We examined staff records to ensure appropriate checks were undertaken before staff began to work for the care provider.

We found people were protected from the risks of unsafe or inappropriate care and treatment because records were maintained, and kept securely and appropriately.

During an inspection looking at part of the service

During our last inspection on 25 March 2013 to Constable Care Ltd we found the provider was not operating an effective system for regular assessment and monitoring of the quality of the service. Although the provider needed to address this issue we found that the people we spoke with who were using the service were happy and gave us positive comments regarding the service.

We returned for a follow-up visit on 15 July 2013 to check that improvements agreed in an action plan with the provider had taken place.

Whilst checking the agreed action plan we saw additional improvements had been made to the care plans; these included a signature page for people using the service or their relative/advocate to sign their agreement. We also saw all care plans had been re-written and all documents organised with an index in the same order. We also noted that photo Identification badges had been issued to all staff members.

During a routine inspection

During our inspection on 25 March 2013 we spoke with the care manager, the Nominated Individual, four members of staff, people who used the service and their relatives. It was evident from our discussions that staff had a good understanding and awareness of people's care needs and preferences. One person told us: 'If my carer is anything to go by, then they really know how to look after me.'

We found that there were appropriate support plans and risk assessments in place detailing people's support needs and how these needs were to be met by staff. People we spoke with told us they felt safe with the staff that come into their homes. One relative told us: 'I would highly recommend them, they are excellent.'

There were policies and procedures and records in place for the protection of people who used the service. Staff were trained and well supported by the care manager so that they could carry out their caring responsibilities effectively. One person told us; 'I have Xs [the Nominated Individual] card and their telephone number. They have been to see me a couple of times. X knows I can call them anytime if I have a problem and sometimes they call me to see how I am. I'm quite happy with the service I receive.'

Although people spoken with were happy with the service we found the provider was not operating an effective system for regular assessing and monitoring the quality of the service.
