During a routine inspection

We looked at the support plans for three people using the service and saw these gave a good level of detail to inform staff how to support each person. We spoke with four people who used the service and three relatives. Everyone we spoke with commented positively on the care and support offered by the service. One person told us, “They [the service] are absolutely marvellous. I can’t fault them.”

We saw that there were effective recruitment procedures in place to ensure staff being recruited were of the right character to work with vulnerable adults. The provider had systems in place to gain the views of people using the service and to monitor the quality of the service provided. One person said, "They [staff] are so kind. They never let you down.”

There were systems in place to support people to give their views on the quality of the service. One person told us, “They [management] call to see how we are and if we are happy with everything.”

Records kept were accurate and fit for purpose.

During an inspection looking at part of the service

When we visited the service in March 2013 we had some concerns about the safety of staff recruitment procedures. People were not fully protected from risk because appropriate checks had not been undertaken before staff started work to make sure they were suitable to work with vulnerable people. We asked the registered manager to send us an action plan telling us what they would do to make improvements and by when. The registered manager sent us an action plan and also informed us when the improvements had been made. We visited and found evidence that the required improvements had been made and recruitment processes were now safer.

During a routine inspection

People expressed their views and were involved in making decisions about their care and treatment. We saw that people and their relatives were involved in the assessment of their needs and had access to their care plans. People told us they were able to make choices about how their care and support was delivered.

Care and treatment was planned and delivered in a way that was intended to ensure people's safety and welfare. For example, people and relatives we spoke with told us staff were given sufficient time to ensure care and support was delivered in line with their care plan. Staff confirmed this was the case and said that if they needed extra time with people, this was communicated to the office and the extra time was facilitated.

We spoke with two people using the service and two relatives. Both people told us they felt safe with the staff who were delivering care and support to them.

Recruitment procedures were not robust to evidence staff were suitable to work with vulnerable people. For example employment history had not been recorded by all staff. This meant there were no effective means for the manager to explore gaps in employment or the reasons staff had left previous employment.

People had their comments and complaints listened to and acted on. People we spoke with told us they would feel comfortable raising issues with the manager or staff and felt confident that any complaint would be dealt with.
